Homes for the Upwardly Mobile is designed as a Home Buyers Club, but

There has to be an organized interest of the public, so there is
Prospective Homeowners Association (PHA)
a Public Interest Group and Mutual Benefit Association
Its members are the expression of that public desire for housing that
is built in the interest of the landless Middle Class
PHA is a Public Interest Group which supports & promotes the concepts of the availability and private development and sponsorship of equitable housing for the Middle, Moderate & Lower Classes. At the time that land is purchased, after political will is built in the local community, it will transform into a mutual benefit association. 

This includes working committees, and a board of directors
to get the conceptual work done and keep it in the public eye
